The Cardinia crossover permit, explained properly
Everything between your boundary and the road is council land with council rules, and in this shire the paperwork has a six week fuse. Here is how it works and when to light it.
What the permit is and when you need one
Cardinia Shire calls it a Works Within a Road Reserve permit, and it is required before a crossover is built, changed, added to or repaired, before council drainage on your property is connected to, and before any kerb or footpath work tied to your crossing. It applies on a brand new estate street in Officer South exactly as it does on a gravel lane in Tynong. Working in the road reserve without it is an offence, and the person wearing that risk is the owner.
The timeline nobody warns you about
Assessment can take up to 28 business days. Not calendar days, business days, which stretches close to six weeks once public holidays land in it. The permit then runs for six months, extendable by three on request. So the planning rule is simple and worth sharing: the week you order the shed, sign the driveway contract or book the concreter is the week the application should be lodged. Leave it until the formwork is ready and the paperwork, not the pour, sets your completion date.

What the application needs
The fee is $160.60 for 2026-27, reset by council each financial year. The application carries the contractor's details, the location, dimensions and type of works, traffic management arrangements where they are needed, and a certificate of currency proving the contractor holds twenty million dollars in public liability insurance. That last item is the quiet filter: the shire will not issue the permit for owner-built crossover work, because no home policy reaches the required cover. Everything disturbed in the road reserve must be reinstated to its prior condition when the job is done.
Culverts, arterials and the special cases
Outside the kerbed estate streets, a Cardinia crossover is really a small bridge: it crosses the table drain over a culvert the owner must keep the right size, in the right place and clear. Two more cases change the paperwork: a crossover meeting an arterial road such as the Princes Highway or Koo Wee Rup Road can need planning approval on top of the shire permit, and a new home build needs the separate asset protection permit lodged at least four weeks before construction. What is the culvert and why does it keep coming up?
On unkerbed roads, most of the shire outside the estates, the crossover passes over a drainage pipe called a culvert, and the property owner is responsible for it being the right size, correctly placed and kept clear.
