Cardinia 3978 / Cardinia Shire

Concreters in Cardinia

Driveways, exposed aggregate, paths, alfresco slabs and shed bases poured across Cardinia on the same published card as the rest of the shire, with a free measure first and one written figure after it.

Concreters in Cardinia, 3978

Cardinia the locality is easy to miss even though it lends the whole shire its name: a scatter of farms, lifestyle blocks and a hall on the flats between Pakenham South and Koo Wee Rup. No estates, no shopping strip, just big skies, straight roads and properties where the shed came before the house and both need concrete that works.

The ground down here

This is drained swamp margin, dark and soft in its low corners, firmer on the rises, with a water table that makes its presence felt in a wet winter. Base preparation carries the job on these blocks; skipping it is how floors end up wavy and drives end up in pieces.

What Cardinia properties order

Working concrete, almost exclusively. Machinery and workshop shed slabs built to the manufacturer’s drawings, aprons that take a horse float turning at full lock, long gravel drives converted to concrete, and paths and landings that keep the walk to the house out of the mud. The odd alfresco slab faces the sunset. Crossovers sit over culverts on unkerbed roads out here without exception, and Cardinia Shire’s Works Within a Road Reserve permit governs them; we carry the shire’s required insurance and fold permit and pipe into the one job.

Finish talk, kept short

Broom finished grey for everything that works, exposed aggregate if the house entry wants lifting. On these blocks the money belongs under the surface, and we will say so at the measure.

Cardinia pricing

Same card as the towns: driveways $95 to $185 per m², exposed aggregate $130 to $185, paths $90 to $130, patios $100 to $180, shed slabs $110 to $150, removal plus $35 per m². Working rates until we measure the job; after that the written quote is the price, full stop.

Cardinia Shire and the road reserve in Cardinia

Your driveway splits into two legal halves at the property line. Inside the boundary it is yours and no council permission applies. Outside it, the crossover sits in the road reserve, and although you pay for it and maintain it, it lives on council land under council rules. Cardinia Shire calls the approval a Works Within a Road Reserve permit, and one is needed before a crossover is built, changed or repaired, before council drainage on your property is connected to, and before any related kerb or footpath work.

The shire’s conditions shape who can do the work. The permit is only issued where the job is carried out by a qualified contractor holding twenty million dollars in public liability insurance, with a certificate of currency lodged in the application along with the contractor’s details, the location and dimensions of the works and traffic management arrangements where they are needed, and everything in the road reserve must be reinstated to its prior condition afterwards. The fee is $160.60 for 2026-27 and is reset by council each financial year, assessment can take up to 28 business days, and the permit runs for six months with a three month extension available on request. Building a new home instead? That is the separate asset protection permit, lodged at least four weeks before construction starts.

One requirement is very local: on the shire’s many unkerbed roads the crossover passes over a culvert, and the owner is responsible for that pipe being the right size, correctly placed and kept clear. Where a crossover meets an arterial road such as the Princes Highway or Koo Wee Rup Road, further planning approval can sit on top of the shire’s permit, which we identify before anyone commits to anything.

The practical advice hiding in all this is about timing: with assessment allowed to run 28 business days, the week you order the shed or book the concreter is the week the permit application should go in. We treat crossover and culvert as one piece of work, fold the permit’s timeline into the job programme, and confirm the current fee with your quote rather than quoting a stale one. The crossover permit guide walks the whole process end to end.

How a job runs

First ring to parked cars

  1. Get in touch

Ring or send the form with the suburb and what you want poured. We call back with a couple of questions and set a day to come out.

  2. We stand on the block

Levels, access, ground and finish samples, all checked on site. Any Cardinia road reserve permit gets flagged there and then. The written quote follows.

  3. Pour day

Break-out where needed, base built and compacted, mesh up on chairs, then the trucks. Most house jobs are formed one day and poured the next.

  4. Cure and hand over

Joints cut while the slab is young, timings for walking and driving left with you in writing, and sealer scheduled where the finish takes one.

Fair questions

Cardinia, asked and answered

Does a Cardinia driveway need council permission?

Cardinia Shire requires a Works Within a Road Reserve permit before a crossover is built, changed or repaired, and only issues one where the contractor carries $20 million in public liability insurance. The permit costs $160.60 in 2026-27, can take up to 28 business days to assess and runs for six months once issued, so it goes into the programme early. We hold the required cover and manage the permit as part of the job.
